The Opportunity

RS&H is currently seeking a Highway Engineer I for the Transportation-Infrastructure Practice in Pennsylvania! This position is available in the following areas: Pittsburgh, Johnstown/Altoona/State College, Harrisburg, or Philadelphia.  

 

 

Job Summary: 

 

The ideal candidate will demonstrate excellent technical knowledge of roadway design fundamentals. The candidate will be knowledgeable in all aspects of roadway plans production and be able to act independently regarding technical matters pertaining to roadway design. 

 

Essential Functions: 

 

  • Development of highway design preliminary engineering deliverables such as design criteria; Line/Grade/Typical Section, and Design Field View
  • Development of highway final design deliverables such as final roadway plans, final roadway specifications, and engineer's estimates.
  • Development of supporting highway design deliverables such as design exception requests, safety review reports, constructability reviews, right-of-way plans, traffic control plans, and signing/pavement marking plans.
  • Performs quality control reviews and ensures achievement of key milestones. Perform as-needed field reviews and observations of ongoing construction projects to maintain and increase understanding of construction practices and design applications.
  • Formulates and solves problems with timely and innovative solutions.
  • Maintains professional registration and licensure by ensuring conformance with professional, ethical, educational, and discipline practice requirements. Remains knowledgeable of all applicable federal, state, and local codes, criteria, regulations, and ordinances that are pertinent to respective discipline.
  • May provide technical guidance and assign tasks to junior and support staff for project duration. May also manage discipline and small multidisciplinary teams and ensure adherence to company and project contractual requirements.
  • Performs all other duties as assigned and within scope of practice.

 

Minimum Qualifications:

  • Bachelor's degree in Civil Engineering from an accredited program or equivalent experience.
  • Minimum of five years relevant experience.
  • Pennsylvania PE licensure 
  • Experience with PennDOT ECMS and PennDOT AutoTAB programs
  • Proficient in production software and construction document production.
  • Strong oral and written communication skills.
  • Ability to effectively interact with and build strong relationships with clients, customers, contractors, and other key stakeholders.

Preferred Qualifications:

  • PennDOT design experience including major reconstruction on limited access facilities, rural/urban arterials, and bicycle/pedestrian facilities
  • Municipal/Local Government design experience within the Commonwealth of Pennsylvania
  • Experience in Temporary Traffic Control Design
  • Proficiency with OpenRoads Designer
  • Experience working with the Pennsylvania Department of Transportation (PennDOT) or alternate DOT experience
  • Strong knowledge of design manuals including PennDOT Design Manual, PennDOT Standard Plans, PennDOT Standard Specifications, PUB 408-Highway Construction Specifications, AASHTO A Policy on Geometric Design of Highways and Streets, and Manual on Uniform Traffic Control Device
  • Working knowledge of 3D workspaces/corridor modeling
