The Opportunity

RS&H is currently seeking a Program Quality Control Manager to join our team in the Moving I-4 Forward Program Office in Celebration, FL.

As part of the team, you’ll serve an integral role in the firm by providing assistance and support across multiple disciplines by ensuring quality standards are being met and delivered. This role is responsible for maintaining quality assurance processes, reviewing submittals for compliance, and conformance with other regulatory agency requirements.

Essential Functions:

  • Develops and implements quality control plans and procedures that align with the Moving I-4 Forward Program directive, Florida Department of Transportations mission statement, and other regulatory agency requirements.
  • Maintains the Quality Management Plan (QMP), all quality control records and reports.
  • Developing and providing QMP training to ensure that staff working on project deliverables understand the QMP and are educated on the specific processes, forms, and procedures that serve as the core foundation of the QMP.
  • Developing and maintaining (weekly) the Consultant Deliverable Quality Matrix (CDQM). This is a current and up-to-date matrix finalized with a listing of Deliverables, Reviewers/Checkers, and Dates Applied which align with the approved baseline project schedule.
  • Working with and providing concurrence with the Project Manager, Deliverable Manager(s), and Functional Manager(s) the appropriate quality check and review activities for deliverables.
  • Works with the project controls team to ensure projects are executed punctually, adhering to schedules and allocated budgets.
  • Developing, maintaining, and executing a Quality Audit Schedule to monitor implementation of the QMP.
  • Conducts investigations relating to quality issues and develops corrective action plans.
  • Managing a Corrective and Preventive Action process to address nonconformance and continual improvement.

Minimum Qualificications:

  • Degree in Engineering, Construction Management, or Equivalent Experience
  • 10 years of experience in quality or project management on transportation projects.
  • Professional Engineering License in Florida.
  • Proficient with Microsoft 365 products.
  • Understanding of Florida Department of Transportation Regulatory Documentation.
  • Knowledge of relevant legislation and quality control standards.
  • Working knowledge of data collection, data analysis, and evaluating data.
