The Opportunity

The RS&H Federal Market was established to focus our efforts on growth in a very large market.  As a prime or JV partner on 28 IDIQ contracts, including 13 USACE contracts, we have a great future ahead of us.  Our growth over the past 5 years and projections for growth over the next 5 years will put a great deal of demand on our leadership team to continue to strategize, execute and support a growing staff.

 

We currently have A/E design contracts with 13 US Army Corps districts, 3 AFCEC contracts for US Air Force worldwide (AENext Pool 1, 3 & 4), NAVFAC SE, Defense Commissary Agency, and NASA Southeast Regional A/E.  We also have contracts in support of a variety of defense contractors.  These contracts provide an excellent backlog of work and opportunities for expansion through new sales, revenue, and increases in staffing.  Our projects are increasingly complex, and our project managers are being tasked with a variety of challenging clients, locations, staffing situations, and criteria.  We are currently working on projects in Europe, Japan, and the United States with more than $750M in construction in design. 

Our project managers have increasing responsibilities to not only produce high-quality deliverables, but also to be seller/doers.  The graphic below provides an overview of how RS&H envisions the Project Lifecycle.   

 

The Federal Market Leadership Team is required to be involved in all phases of the Project Lifecycle as Project Officers and Directors.  This leadership team is responsible for strategic planning, staff management, professional mentoring, project quality control, marketing, business development, and client management.   

 

With the growth of RS&H’s Federal Market, we are seeking to hire a senior leader to help manage the USACE clients worldwide and to contribute to the leadership of our Federal Market team. 

 

Client Management (CM)

  • Initially this role is to provide leadership for RS&H in support of our USACE client base. Future growth opportunities include expanding leadership to all Federal clients and operations. 
  • Lead positioning strategy for RS&H to win IDIQ’s with USACE and support pursuits of NAVFAC, NASA and USAF contracts.
  • Maintain industry/government relationships primarily (but not exclusively) with respect to our USACE clients and partners.
  • Participate in strategic business planning for Federal Market clients or project pursuits.
  • Provide strategic leadership and mentoring in the development of staff who are growing their careers into client management roles especially with respect to USACE client needs.
  • Support the marketing staff in the review and development of proposals including SF330’s
  • Participate in bi-weekly marketing strategy meetings
  • Participate in a variety of Go/No Go meetings for project and contract pursuits.
  • Participate in SAME at local, regional and national levels.
  • Attend national SAME JETC and Small Business conferences each year. Attend regional conferences as appropriate.
  • Attend SAME Capital Week conference if available.
  • Assist or lead our Joint Venture partnerships as assigned. Maintain JV Partner relationships through regular meetings, negotiations for contract/task orders and strategy meetings for client pursuits.
  • Travel as needed to client meetings in CONUS and OCONUS. (see Travel below)
  • Leadership Development
  • Identify and mentor future leaders in the organization.
  • Identify leadership, technical, soft skill, and relationship training for staff development.
  • Participate in strategic organizational planning

Project Management Leadership

  • Support Federal Market Division Leaders in the management of project managers, resource assignments, staffing projections as required to support client needs.
  • Provide Coaching to Project Managers including review and comment of Project Management & Client Management Plans
  • Provide individualized mentoring for PM’s. This would include attendance for team meetings, and one-on-one sessions with PM’s to help with client issues, project challenges, financial planning and resource management.

Quality Management (QM)

  • Review and advise Project Managers on client specific or project specific requirements related to quality process and documentation such as Independent Technical Reviewer (ITR).
  • Conduct Quality Audits of projects to ensure quality processes are being followed.
  • Conduct Quality Assurance reviews during project development. Advise and support Project Managers in the execution and refinement of deliverables.
  • Develop and refine QM processes for the service group as they apply to the specific project type.

Travel

  • OCONUS travel is required but limited to client or project meetings. As our market opportunities expand, it is likely that OCONUS travel would be more frequent but less than quarterly. 
  • CONUS travel would be for conference attendance, client meetings and project visits.
  • RS&H office visits – The primary offices supporting the Federal Market are Jacksonville, Norfolk, San Antonio and Merritt Island, FL. Travel to these offices would be on an as-needed basis and project dependent or client engagement dependent.  Visits on a not less than a semiannual basis to maintain relationships with staff is highly encouraged. 

Required Qualifications

  • Knowledge of and project/program management experience working directly with US Army Corps of Engineers.
  • ABET accredited Bachelor's degree in Engineering or NAAB accredited Architecture degree
  • Professional registration (PE) or Registered Architect preferred
  • Minimum 20 years of progressive leadership experience within the field of architecture/engineering
  • Experience working on complex military construction projects and administering contracts subject to FAR.
  • Strong supervisory skills leading multiple teams and people; and established client relationships/marketing and business development experience
  • Knowledge of USACE agency procurement/contract methods

Preferred Qualifications

  • Master's degree, M.B.A. or other professionally recognized equivalent discipline;
  • Experience leading diverse projects using Design-Bid-Build, Design-Build and Alternative Project Delivery projects
  • Experience leading or working with large, multi-discipline teams
  • Excellent organizational skills with attention to detail, along with overall quality control and management
  • Conscientious of project schedules and deadlines involving deliverables (including interim deadlines). Ability to track individual project tasks. Financial management of individual and overall project tasks;
  • Experienced in USACE/NAVFAC/USAF agency procurement methods and Federal Acquisition Regulations.

Goals and Objectives

  • Participate in the ad Participate/Lead in the strategic planning for USACE, NAVFAC, USAF, and other DoD client pursuits.
  • Develop staff leadership capabilities through mentorship and training throughout the market team.
