The Opportunity

RS&H is currently seeking an FDOT Project Manager for FDOT's Central Office in Tallahasse, Florida!

 

 

The FDOT Project Manager’s primary responsibilities will include providing support to the Forecasting and Performance Office for report development, cost estimating, document review, presentation development, and systems support.

 

The FDOT Project Manager will be responsible for reaching out to various Departments and stakeholders within FDOT to gauge feedback and gain concurrence for projects, tasks, and initiatives, coordinating resources to complete assigned tasks, and providing oversight and support to see that tasks are completed within provided time, quality, and budget constraints. Additional duties could include preparation of reports and studies, project coordination, customer support, and miscellaneous tasks assigned by the FDOT Program Manager.  The FDOT Project Manager will serve as a liaison between the Forecasting and Performance Office and the Consultant Program Manager and at time’s be required to work with the Consultant Program Manager and the Consultant team to complete tasks that are outside of the capability, expertise, or capacity of FDOT resources.

              

Key Responsibilities:

  • To identify, plan, and implement solutions to tasks assigned by FDOT or Consultant Program Manager’s.
  • To identify the proper resources for a need and coordinate with the appropriate personnel to staff a task.
  • Meet frequent and periodic reporting deadlines.
  • Scheduling of multiple concurrent projects, tasks, and initiatives to fit within FDOT delivery requirements.
  • Establish and maintain strong relationships with project managers to identify needs and seek a full range of business solutions as it relates to the offices within the purview of the Office of the Chief Engineer.
  • Other responsibilities as assigned by FDOT or Consultant Program Manager’s.

FDOT Specific Tasks:

  • Independent Project Cost (IPC) support (project tracking, submittal organization and result analysis, TWO tracking and organization).
  • Document Retention (reviewing historical documents, organizing by retention requirements, scanning into EDMS, purging according to Department procedures).
  • MCSAW estimating coordination and support.
  • Document review and editing (Estimates handbook, Bid Analysis, Desk Procedures).
  • Report development, analysis and review (concrete pavement, bridge, OEs for production management).
  • Presentation development (Construction Cost Indicators, conferences, training).
  • Systems support (user access, snapshot removal, pay item creation).
  • If highly technical:
  • LRE models (review, update and document)
  • Cost per mile models (review, update and document)
  • Resurfacing cost per lane mile analysis
  • Work program review support
  • Quality Assurance Reviews (QAR) support
  • AASHTOWare Data Analytics support (system setup, testing, training)

Qualifications:

  • Typically requires a bachelor's degree from an accredited program or equivalent combination of education and experience. 
  • Typically requires a minimum of 7 years relevant experience. 
  • Proficient in Excel and Word to produce clear, well-organized reports and documentation.
  • Skilled in data review and analysis.
  • Skilled in critical thinking and independent decision-making.
  • Skilled in task planning and scoping, time management, understanding priorities, and meeting deadlines.
  • Ability to review, catch, and correct technical and formatting errors.
  • Ability to quickly understand new assignments, resourceful in finding answers, willingness to ask clarifying questions, and raise questions and issues, and willingness to create and update documentation on new and old processes.
  • Effective communicator, with strong oral and written skills.
  • Excellent interpersonal skills and ability to work effectively with employees at all levels inside and outside the Department and corporate organization.

Preferred Qualifications:

  • Knowledge of and ability to use PowerBI.
  • Knowledge and understanding of estimating techniques, including ability to review unit costs and make assumptions for a project and relate to historical data.
  • Knowledge and understanding of inflation and cost indexes.
  • Knowledge and understanding of FDOT policies and procedures, especially as they relate to estimating.
